You can send a ticket to upgrade your VPS at anytime, the only condition of upgrade a VPS is the node do have enough resources.
Downgrade:
Unfortunately, currently we do not accept any downgrade on VPS products.
As our VPS is based on VMware, any simple downgrade of drive will take hours to process, so we don't accept any downgrade except the customer really in a special situation(A downgrade service fee may be charged).
