[SCRT1] Network issue - packet loss. Fixed

Our monitor shows the SCRT1 node being random packet loss(About 6% lost) for 2 days, all storage VPS affected.

We have contacted peer provider about this, currently the issue have been resolved. We'll keep monitoring this.

The CPU of new FR/CA-BV-16G servers have been upgraded to Intel i3-3240 2C4T 3.4G+.

This upgrade do not affect old servers.
